Pre-tactical planning advisory tool for optimizing air traffic at airports
Within the 3rd federal research agenda DLR’s Institute of Flight Guidance participated in the joint research program “Kooperatives Air Traffic Management” (K-ATM). Target of this program was to develop concepts for a collaborative and cooperative airport planning system to support the stakeholders ATC, airport and airline in a more efficient usage of the bottleneck runway-system.
CLOU is a functional prototype of a Total Operations Planner (TOP) and assists in establishing CDM-concepts at the airport. Flight plans, updates, capacity and weather predictions are evaluated and displayed for all involved stakeholders. This gathered set of data is used as input for an optimization process that respects given targets as maximum punctuality, adherence to given CFMU-slots and minimization of holding times.
Target times for every flight are generated by CLOU and additionally a large number of performance metrics for the total traffic is computed. With this information the stakeholders are able to detect the pre-tactical effects of their decisions at an early stage and these criteria enable them to modify the planning parameters of the optimization processes in order to achieve a common result acceptable by all stakeholders.
The variations of an individual control window of a flight, prioritization by the flight’s airline, runway usage strategies and the capacity distribution between arrivals and departures on the runway system is taken into account during the process of planning.
