Central Expenditure Management is the point of contact for all matters relating to research infrastructure at DLR. We address the expectations of the DLR Executive Board and institutes internally, as well as those of the funding bodies, in particular the German Federal Ministry for Economic Affairs and Energy (BMWi) and the Helmholtz Association of German Research Centres (HGF), as well as other interested parties outside DLR.
DLR's purpose is to conduct research in the key areas of aeronautics, space, energy, transport, security and digitalisation. This is achieved, among other things, by the establishment and operation of research infrastructure. This infrastructure is shared by the institutes and key areas, and is also available to partners in science and industry. DLR currently operates over 150 research facilities, including aircraft and wind tunnels, control centres and receiving stations, as well as data archives and processing systems for satellite operations, research power plants and experimental energy storage systems, test sites, simulators and systems analysis laboratories, facilities for materials and design research, medical infrastructure and high-performance computers.
DLR provides the financial resources required to establish and operate the research infrastructure. We are responsible for the central planning of financial resources and for ensuring their effective and efficient deployment. We also control planning and implementation of investment measures that are realised with the involvement of additional, external funding sources.
The Department supports the DLR Executive Board in the strategic alignment of the research infrastructure, ensuring that a portfolio of facilities that reflects the objectives of DLR's research areas is available in good time and that the facilities remain in operation. For this purpose, we prepare a large facility strategy based on the overall DLR strategy and the strategies of the individual technical disciplines and key areas.
We support the DLR institutes in the identification of their investment requirements within the framework of medium-term planning, and provide central assistance in the establishment of research infrastructures and during their operational phases. Underlying these considerations is the determination of the research facility’s relevance with respect to its technical and economic sustainability.
We regularly evaluate the portfolio of research facilities in regard to their technical and programmatic relevancy, and ultimately with respect to their economic performance indicators.
We have established a quality management system that meets the standards of certification in order to fulfil our tasks in line with the principles of sustainability, transparency and participation. This system models the entire life cycle of research infrastructures – from planning and assembly, to operation and eventual decommissioning.
