Alert 4 All (A4A)



Alert4All (A4A) has been an European funded project under the programme call FP7-SEC-2010-1, started in March 2011 and run until December 2013. The project was coordinated by DLR and implemented by an European consortium composed of 11 partners. The main objective of Alert4All was to improve the effectiveness of one element of the People-Centred Early Warning Systems paradigm, namely alert and communication towards the population in crises management. This improvement was measurable in terms of cost-benefit ratio, number of affected citizens timely reached by alerts, trust of citizens on alerts and intended vs. actual impact of alert strategies.

In more detail, Alert4All provided solutions to align alert procedures and processes to contemporary crises (natural or man-made), available and emerging technologies, available information sources and trends in social behaviour. As such the project provided an extensive and interdisciplinary framework, covering all key enablers to improve the effectiveness of alert and communications towards the population.

The overall project outcomes have been validated during a large demo performed in September 2013 in Oberpfaffenhofen, where the various components of the system has been used in the context of an alerting situation, with involvement of many end users and practitioners. The overall project has been considered a success story from the EC and has been taken as reference for the conception of following projects, such as PHAROS and HEIMDALL, still coordinated by DLR.
