The A-SMGCS project EMMA aims to become the most significant R&D contribution to the Vision 2020 goals in its A-SMGCS subject in the 2004 to 2008 timeframe by maturing in validating the A-SMGCS concept as an integrated air-ground system seamlessly embedded in the overall ATM system. In a two-phase approach, EMMA first consolidated the surveillance and conflict alert function, and in the successor project EMMA 2 will focus on advanced onboard guidance support to pilots and planning support to controllers. The man objective of EMMA is to enable the harmonized A-SMGCS implementation at European airports. For this reason the EMMA consortium was built from significant Air Navigation Service Providers, Airport Operators, the biggest group of Airline Operators, and Airframe Manufacturer, Avionics Manufacturers, the main European ATM manufacturers and research.
The project is organised in six different subprojects, which are co-ordinated by five different partners. There are three ground-related subprojects and one onboard-related subproject. Institute for Communication and Navigation is involved in the sub-project ‘Concept’ (SP1), which covers the following steps of a system development cycle: problem analysis, concept phase and requirements. One objective of SP1 is a study and development of a data link concept that is particularly tailored to the needs of an A-SMGCS and its Airport operations. The data link study assesses and compares different available and emerging technologies with respect to their potential as airport data link. Background of this study is the Aeronautical Communications Panel (ACP) of ICAO, who triggered the development of future aeronautical communications systems because of the expected bottleneck in communications and change of ATM paradigms (shift from voice to data).
Based on the announcement of the ICAO policy at WARC 2007 to open the L- and C-band for aeronautical communications and the results of the “Future Communications Study” (FCS) provided by Eurocontrol and FAA, the data link study aims to develop an airport communications concept in C-band based on LAN family 802.16 and ADL.
