Background: The subproject “Systems for maritime traffic routing and safety” is part of the joint project “R&D and Real Time Services for maritime Safety and Security” (FEMS/EMS) initiated by the DLR to bunch the institutional forces and to achieve an interdisciplinary completion of research and development activities in both topics (Safety and Security). Safety in the maritime system stands for an incident and accident free operation of within taken place transport and production processes to ensure the protection of life, goods, and the marine habitat. The implementation of security measures into the maritime system is driven by the necessity, to prevent transport and production facilities from destruction (vandalism, terrorism) and to avoid their misuse (piracy, bootlegging). With the development and demonstration of powerful technological components, services and system solutions the achievement of the following overarching objectives shall be supported:
The strong interdependency between safety and security objectives implicates the necessity that system and service developments in all areas shall be harmonized. Beyond measures ensuring safety as well as security may not reduce the cost-effectiveness and capability of traffic, transport and production processes.
Subproject’s scope of duties: In the last years the frequency of vessel accidents per year has nearly been unchangeable. A study of Norske Veritas has shown that around 50% of all accidents are induced by nautical causes such as:
Consequently, the necessity exists to continue the technological, administrative, and regulative enhancement of the maritime traffic system as well as to improve the qualification and training of its stake holders. The objectives (1) and (3) comprise development and validation activities, which are realized by the department “Nautical Systems” in close coordination with internal and external funded projects. Both strategic development lines focus on the improvement of safety-critical systems which are responsible either for the resilient provision of maritime position, navigation, and time data or for traffic monitoring and assessment. In the institutional funded project “Maritime Traffic Engineering” (MTE, 2009-2013) first concepts and methods have been developed for both maritime sub-systems to enable the monitoring of data and system integrity in the future as well as to achieve a resilient operation of shore-side services and onboard components. Subsequent projects – running and planned – build on these conceptual and methodical results, which cover e.g. architecture designs, data interfaces, and integrity monitoring algorithms. External funded projects deal with singular technical problems such as the project SaMariS with opportunities to exchange PNT relevant integrity data via the Automatic Identification System (AIS).
In this context the project accomplishes the bridging between basic research and application of results in the maritime traffic system. The enhancement of maritime PNT data provision is based upon the upgrading of the shore-side Maritime Service Portfolio (MSP) as well as the ship-side PNT Unit as part of an extended Integrated Navigation System.
