The financing of research and the means of obtaining research funds are almost as varied as the German research landscape itself, whether the funding is provided by the federal or state governments, industrial firms or foundations, whether it concerns institutional or project support, basic financing or third-party funds, or national or EU resources. Government ministries, such as the Federal Ministry of Education and Research or the Federal Ministry for Economic Affairs and Energy, play a key role in the funding of research by the German government. Among other measures, they initiate funding programmes to provide targeted support for projects seeking to implement innovative – and above all – practical ideas that address current social or economic challenges. The European Union, with its framework programme for research and innovation and other support measures under the European structural, social and regional development funds, is another important funding body.
