Public administration is characterized by a multitude of processes and procedures designed to provide services to citizens, businesses, and internal departments. These processes are governed by various laws and standards that define procedures, responsibilities, and the leeway in decision-making. However, for implementation and thus also for targeted end-to-end digitalization, further information is required, including local conditions such as available software solutions or details of the processes.

Albeit highly relevant, this information is currently distributed across various sources, systems, and people. This makes it difficult for new employees or companies entering the market who have to to gain comprehensive knowledge before they can contribute. At the same time, this fragmented information landscape also hampers the end-to-end digitalization of administrative processes, which heavily relies on comprehensive (expert) knowledge.

Within KollOM-FIT, we have set ourselves the goal of centrally collecting all information relevant to the implementation of administrative processes. Furthermore, this information will be processed, semantically annotated, and linked to provide a central knowledge base for administrative digitalization.

The DLR Institute of Data Science contributes in particular with its experience in the creation and quality assurance of ontologies and knowledge graphs. On behalf of FITKO and in collaboration with our partners from industry, politics, and public administration, we are thus laying the foundation for efficient, digital administrative services of the future.
