Motivation

The transfer of novel technological solutions from the research into the security domain can contribute to better crisis aversion and management.  The integration of innovative technologies into the everyday practices and organisational structures of public authorities and law enforcement organisations (Behörden und Organisationen mit Sicherheitsaufgaben – BOS) is deemed to be particularly effective when the technological design and functionality is user-centred, socially grounded and embedded in an overarching strategy. With the “SiFo Life” competition, the Federal Ministry of Education and Research (Bundesministerium für Bildung und Forschung BMBF) supports municipalities in testing new security solutions and thus in creating stimuli for the transfer of innovation into practice.

Objectives and Approach

Digital means for command and control systems have been gaining in importance. They offer considerable advantages over conventional radio communication and paper-based city and building plans as they enable a coordinated, cross-institutional response. The GIS4BOS project aims to create an intelligent, municipally operated platform for different public authorities and law enforcement organisations. The objective is the more efficient handling of large-scale events, specific maritime operations and the continuous evaluation and enhanced tailoring of need and development plans. The city’s existing geographic information system (GIS) will serve as a starting point.

Innovation und Perspective

The envisaged system shall enable the analysis of inventory data, the integration of real-time information from hybrid sources such as traffic density, vehicle locations, video and image recordings, and the creation of three-dimensional representations of current maritime and on-shore operational sites. The concept phase focuses on the identification of usable technologies and necessary measures as well as on overall system design. Relevant stakeholders representing future users as well as the local population are involved from the very beginning of the project to ensure broad acceptance of the final system.
