SAT4GWR_IF-Bund
As part of the design of the register census, the Federal Statistical Office (StBA) is examining the extent to which new digital data can supplement the determination of census results in the future. For the register census, the building and housing characteristics, among other things, are to be determined completely register-based. For this purpose, it is necessary to set up a building and housing register (GWR) as an administrative register. All buildings with living space, so-called occupied accommodation (makeshift buildings such as construction containers, hunting huts, etc.) and the associated dwellings with the corresponding characteristics must be recorded in the register census. Buildings without living space should also be recorded in the GWR. Experience from abroad shows that, in addition to the processes for the ongoing updating of the GWR, additional quality assurance measures are required for the register census, particularly concerning up-to-dateness, completeness (e.g. lack of temporary accommodation) and completeness.
In the IF-Bund innovation project "Sat4GWR_IF-Bund - Remote Sensing & AI for the Register Census", algorithms are to be developed that can recognize buildings and accommodations on satellite or aerial images and derive certain characteristics. The remote sensing results are intended to support the plausibility check of the building data from the GWR. The expected added value for the register census is to supplement the previously announced processes for setting up and maintaining the GWR and thus significantly improve the quality of the building data in the GWR and in the register census. The joint project with the StBA and the BKG was launched in October 2021 and is planned to run until December 2024.
