GFM (Version 2)

Following the successful completion of the first operational phase, the Global Flood Monitoring System (GFM) will continue to be operated by the Expert Flood Monitoring Alliance (EODC, DLR, LIST, TU Wien, GeoVille) on behalf of the European Commission’s Joint Research Center (JRC). Starting in March 2027, a new version of the system will be launched for the Copernicus Emergency Management Service (CEMS), building on the experience gained from six years of operational use. DLR will integrate the AI-based SWIM Sentinel-1 Algorithm into the existing ensemble approach for flood detection, which is based on methods developed by DLR, TU Wien, and LIST. In addition, the system will also continue to provide permanent and seasonal reference water masks, classification uncertainties, exclusion masks, and information on the affected population and land cover.
