MOSAIK – Multimodal Data and AI Analytics for Interdisciplinary Situational Awareness in Disaster Management

Germany, Austria, and many other parts of the world are increasingly facing complex crisis situations that require rapid and targeted action. Authorities and organizations with public safety responsibilities, humanitarian organizations, the military, operators of critical infrastructure, as well as stakeholders from industry and the private sector, must therefore establish effective preparedness measures to manage disasters and emergencies. Crisis response relies on accurate information about the nature, extent, and interdependencies of security-relevant events.
The objective of the German-Austrian project MOSAIK is to analyze and fuse multimodal data sources (e.g., satellite and drone imagery, social media, and other information streams) using state-of-the-art artificial intelligence methods. The project aims to enable near real-time representation of complex operational situations across multiple spatial scales. In doing so, MOSAIK will make an important contribution to establishing cross-border digital situational awareness, enabling emergency responders to perform faster, more informed and better targeted.
The German-Austrian research project is funded by the German Federal Ministry of Research, Technology and Space (BMFTR) and the Austrian Research Promotion Agency (FFG) and was launched in January 2026. It brings together research institutions (DLR, IT:U), industry partners (Eifert Systems GmbH, Spatial Services GmbH), and end-user organizations (BRK, Austrian Red Cross, Johanniter) in a joint cross-border consortium.
DLR is responsible for developing a geospatial service for satellite-based flood monitoring in Germany and Austria. In addition, DLR is researching rapid crisis mapping methods based on Earth observation data, as well as novel approaches for the visualization and dissemination of situational information with a strong focus on operational applicability.
