Stéphane Beemelmans

Stéphane Beemelmans was born in Toulouse, France, in 1965. He studied law in Bonn, Germany, with an interruption for military service as a reserve officer in the French Army. After completing his legal traineeship at the Higher Regional Court in Cologne, he began his career in 1994 as a European affairs officer in what is now the Saxon State Ministry for Social Affairs, Health and Social Cohesion in Dresden. He subsequently held various positions, including in the State Representation of the Free State of Saxony in Bonn, the State Chancellery as personal adviser to the Head of the State Chancellery, and the Federal Ministry of Finance where he served both as Head of the department for the State Parliament and Cabinet and as press spokesperson. In 2003, he was appointed Managing Director of the State Palaces, Castles and Gardens of Saxony.
After a brief stint as Head of the Executive Office in the Saxon Ministry of the Interior, Stéphane was appointed Head of Office for the Chief of the Federal Chancellery in October 2005. In 2009, he moved to the Federal Ministry of the Interior, initially heading the executive staff before being appointed Head of the Department for Fundamental Issues, EU and International Affairs, and New Federal States in early 2010. In March 2011, he was appointed State Secretary in the Federal Ministry of Defence, where he was responsible for administration, armaments and infrastructure. He later served as Managing Director of EUTOP Berlin GmbH (2014 to 2016) and PD – Berater der öffentlichen Hand GmbH (2016 to 2024). Prior to his appointment to the DLR Executive Board on 1 April 2026, Stéphane worked as an independent consultant and lawyer.
